Installs plugin dependencies

Requires Node.js version 22 or newer to run the bundled JavaScript tooling.

Requires pnpm version 10 or newer to install dependencies and build the core package.

Requires Python to run the graph-merging scripts.

Later phases require the core package, which is built on a fresh plugin installation.
