Android SDK Platform Tools must be on PATH and provide `adb`.
Android Emulator must be on PATH when the skill needs to boot an AVD; an already-running emulator or physical device only needs adb.
An AVD must already be created via Android Studio or `avdmanager create avd`.
The agent must be connected to Argent MCP tools to call `list-devices` and `boot-device`.
