Requires an MSBuild toolset; IfDifferent and SkipUnchangedFilesOnCopyAlways require MSBuild 17.13 or later, available through .NET SDK 9.0.2xx+ or Visual Studio 2022 17.13+. Older toolsets silently leave items using the unrecognized mode uncopied.
