A project connection to Fallow Cloud enables the optional production-runtime evidence checks; skip these checks when no connection exists.
Authenticates optional Fallow Cloud reads. The CLI reads FALLOW_API_KEY or accepts --api-key as an alternative; MCP tools read it only from the server environment.
