What it does
Submits committed local Agent Skill changes as pull requests to their upstream GitHub repositories.
When to use it
Use when contributing changes to an existing local skill upstream; the skill must already have a source registered in skills-lock.json, and destinations are restricted to Fandhe-AI repositories.
How to use it
Give it a skill name in the local repository; it checks the committed changes, asks for confirmation, and submits an upstream pull request.
