openspec-new-change

Creates an OpenSpec change scaffold and presents the instructions for its first planning artifact.

When to use it

Use when the user wants to start a feature, fix, or modification through a structured workflow, or requests "openspec new change" or "opsx new".

Give it a change name or a description of what to build in an OpenSpec project; it creates the change scaffold, shows the first artifact template, and waits for direction.
