Requires Python 3.8 or newer; both mandatory bundled validation and tooling-detection scripts invoke python3.
Requires Jest testing support to complete the mandatory automated accessibility and general-purpose test coverage.
Owns component authoring from the PRD and supplies the authoring checklist; later phases also use its review and test guidance.
