Creates inactive Salesforce messaging channels and their associated conversation usage records.

When to use it

Use for the orchestrator's insertion step, an explicitly insertion-only request, or a retry where routing and activation already succeeded.

Give it a messaging channel type and that type's required inputs; it creates an inactive channel in Salesforce and returns its identifiers.
