Requires the pbi CLI, installed from the pbi-cli-tool package, for semantic-model operations.
Requires Power BI Desktop running with an active .pbip project; legacy .pbix projects must first be saved as .pbip.
Requires the importable brand layer at ${WORK_FOLDER_ROOT}/ane_package/reporting/powerbi_dashboard/; the pre-flight stops if it is missing.
Uses Python to generate the theme, measures, and page recipes.
