Receives the scoped review and owns severity, consolidation, coverage, the finding cap and verdict; the workflow stops if it is unavailable.
Enables pull-request reviews by retrieving the pull request's base and stated intent; local change reviews do not require it.
Authenticated GitHub access enables open-pull-request discovery; the skill continues with other review routes if that lookup fails.
