Creates Jetson target-platform profiles with optional custom-carrier details and an updated active-profile pointer.
When to use it
Use when the user wants a new target-platform profile, including when no profiles exist and a downstream skill reports no active target.
How to use it
Give it a workspace and a request for a new target; it guides platform selection and optional carrier questions, then writes the profile and normally activates it.
