Creates a Markdown questionnaire that gathers another person's knowledge to help the user resolve decisions or obtain missing facts.

When to use it

Use when the user cannot answer something alone and needs another person's knowledge, collected asynchronously or in a meeting.

Tell it who will answer and which decisions or facts you need; it asks about both, writes a questionnaire in the current directory, and reports the file path.
