What it does
Creates Microsoft Entra user accounts linked to agent identities so agents can access services that require user identities.
When to use it
Use when an agent needs access to services that require user identities, such as Exchange mailboxes, Teams, or org charts.
How to use it
Give it an existing agent identity's object ID and the new user's details; it creates an enabled agent user in Microsoft Entra ID.

- a display name
- a mail alias
- a unique user principal name

What you need · 2
Requires a tenant with Agent ID capabilities and one listed permission: AgentIdUser.ReadWrite.IdentityParentedBy, AgentIdUser.ReadWrite.All, or User.ReadWrite.All. Delegated callers also need at least the Agent ID Administrator role.
Sends a bearer token to Microsoft Graph to authenticate the agent-user creation request; the HTTP instructions do not specify how to obtain it.
